City approves Bay Haven at Bayport second edition final plat and PUD

Bayport City Council adopted a resolution approving the final plat, planned unit development permit and development agreement for Bay Haven at Bayport second edition, a 10‑lot single‑family subdivision adjacent to the existing Bay Haven development.

Daniel Le, the city’s planning consultant, told council the final plat completes entitlements following annexation and comprehensive‑plan amendment steps earlier in the year. Le said the development includes 10 single‑family villas, an outlot to be deeded to the city for a trail connection to Parker’s Alps Park, and landscaping and irrigation requirements. Engineering review found the construction plans satisfactory, and the planning commission recommended approval by a 3–0 vote.

Staff outlined tree preservation measures and a condition requiring the landscape plan to meet the city’s 1:1 tree replacement ratio; Le noted about eight additional trees would be needed to meet that standard and recommended adding them to the project or nearby public plantings. The developer will pay park dedication fees as a cash‑in‑lieu payment when building permits are requested.

Council moved, seconded and approved the resolution and supporting documents by roll call; staff said the final plat can be recorded once outstanding metropolitan council and recording items are completed.

The decision authorizes recordation of the plat and begins the developer’s obligations under the development contract, including HOA formation, irrigation management and park‑dedication payments. Council congratulated staff and the developer and noted several lots in the first phase were already held.
