The Bayport Planning Commission recommended that the City Council approve a variance allowing Anderson Corporation to demolish a vacant building and add 18 parking stalls at 146 5th Avenue North. City staff presented the proposal, which would repurpose the site for employee and visitor parking and provide dedicated stalls for new‑hire orientation and talent‑acquisition events.
Neighbors raised concerns about on‑street parking displacement, driveway circulation and potential speeding if a new two‑way exit were created. Resident Joe Redding and neighbor Katie Hill described frequent all‑day employee parking on 5th Avenue and the risk that expanding lot access could increase traffic flow onto neighborhood streets. Anderson representative David Ripley acknowledged the concerns and committed to signage, asphalt striping, security enforcement and coordination with city staff to limit negative impacts.
Staff recommended approval with conditions, including a retaining wall, screening and restored boulevard turf. Commissioners included direction in their motion to require staff to work with Anderson on items raised during the hearing — including boulevard tree planting, parking enforcement strategies and snow‑removal plans — and the motion to recommend approval passed.
The recommendation will be forwarded to the City Council with the staff report and the commission’s direction that city staff coordinate mitigation measures with Anderson prior to the council meeting.
