South Bloomfield council appoints two full-time police officers, approves water district process and rebids WWTP project

At its May 8 meeting the Village of South Bloomfield council unanimously approved emergency resolutions to appoint two full-time police officers, amended the 2025 Certificate of Resources to include Northgate TIF funds, authorized beginning the 6119 water and sewer district process under the CEDA agreement, and directed a re-bid of the WWTP flow-equalization project.
At its regular meeting on May 8, 2025, the Village of South Bloomfield council unanimously approved a set of emergency resolutions and ordinances that together advance public safety staffing and local infrastructure planning.
The council voted to approve Resolution 2025-06 to appoint Eric Flores as a full-time police officer and Resolution 2025-07 to appoint Ryan McCoy as a full-time police officer. Both measures were moved, seconded and carried unanimously; Mayor Aaron Thomas administered the oaths to the two officers. Chief Michael Maynard said the department is now fully staffed and noted the department has issued new radios and firearms and will begin officer qualifications this month.
Council also approved the third reading of the village’s golf-cart ordinance and passed Ordinance 2025-08 as amended to add money received from the Northgate tax-increment financing (TIF) to the village’s 2025 Certificate of Resources. In new business, the council approved Resolution 2025-08 to begin the process of establishing the 6119 Water and Sewer District. Village Administrator Joe Allen described the district as part of the Collaborative Economic Development Agreement (CEDA) and said it would clarify which entities will serve areas in northern Pickaway County as growth extends south from Columbus. The council voted to waive additional readings and adopt the resolution as an emergency.
The council also approved Ordinance 2025-09, authorizing and directing the Village Administrator to re-bid the wastewater treatment plant (WWTP) flow-equalization project; that ordinance was adopted as an emergency after a first reading and vote to waive further readings.
All formal votes recorded during the meeting were unanimous among the four voting council members present (Woody Blanton, Tom Ramsay, Dena Cobb and Amber Murphy). The meeting concluded after routine administrative items; council approved payment of bills and adjourned at 7:02 p.m.
What happens next: the village has sworn in two officers and staff will proceed with the procurement steps required by the re-bid and the initial steps to establish the 6119 district under the CEDA framework.
