Springdale council approves continued URS Tier 2 public-safety contribution pickup at 5.98%

Town staff contact Don Breck explained the context for the election, telling the council that Utah Retirement System changed contribution rates and that the town historically has elected to pick up the public-safety portion for eligible members. "We only have currently one officer that is a tier 2 employee," Breck said, and he estimated the additional cost to an affected employee at "about $45 a pay period." He said state law prevents the town from picking up similar contributions for non-public-safety Tier 2 employees.
A councilmember moved to approve the employer election form and authorize submission to URS; the motion carried after affirmative responses from members present. The action must be submitted to the Utah Retirement System to take effect for the 2026-27 fiscal year.
Council discussion focused on the technical distinction between Tier 1 and Tier 2 membership and assuring the board that the pickup applies to public-safety Tier 2 members only. The council did not receive public comment on the item.
The measure is administrative and affects how the employer allocates retirement contribution payments for eligible public-safety employees; no new service or program was approved.
