The Buhl City Council unanimously approved Dec. 16 posting notice of a final amended version of City of Buhl Ordinance Chapter 52: Sewers to regulate private building sewers (sewer laterals). The council set a proposed effective date of May 1, 2026 to provide lead time for property owners and to avoid disrupting potential real-estate transactions.
Councilor Kealy moved to post notice of the ordinance; Councilor Towner seconded and the motion carried unanimously. Staff noted the ordinance must be posted at least 10 days before the council may vote on the final ordinance; if posted promptly the council could vote as early as Jan. 6, 2026.
City staff and councilors said the delayed effective date is intended to give property owners time to learn about the new requirements and to reduce the potential for inadvertent harm to sellers or buyers during transactions. The posted ordinance will include the requirements and provisions for the management and treatment of building sewers.
Next steps: staff will post the ordinance in final form for the required notice period and schedule the ordinance vote once the posting requirement has been met.
