Red Oak council approves appointments, purchases, grants and an ordinance authorizing Fire/EMS fees

The Red Oak City Council at its Sept. 15 meeting approved a slate of routine resolutions and purchases, including personnel appointments, grant funding and a new ordinance authorizing the city to charge for Fire and EMS services.

Council approved Resolution 2025-117 appointing City Administrator Lisa Kotter to the SWIPCO RPA13 Policy Board and Technical Committee. The council approved Resolution 2025-119 appointing Adam Smith as a temporary patrol officer at a wage of $31.99 per hour, and Resolution 2025-123 appointing Jason Miner as a cemetery laborer at a wage of $20.50 per hour. The council also appointed Larry Cooper to the Airport Commission with a term expiring January 2030.

On purchasing and capital items, the council approved Resolution 2025-122 to buy a police patrol vehicle from TNT Ford for $45,932 and Resolution 2025-124 authorizing purchase and installation of rock on top of the levee not to exceed $50,000. The council approved Resolution 2025-118 setting special sewer charges of $40 per 1,000 gallons for non-resident drop-offs. The consent agenda included approval of meeting minutes, receipt of Hotel-Motel minutes, a temporary liquor license for Lucky Wife Wine Slushies (Oct. 6–10) and claims totaling $546,586.90; the minutes record these passed by roll call with "all ayes."

Council approved Resolution 2025-121 awarding Hotel-Motel grant funding for Fall 2025 and set a public hearing for Oct. 6, 2025 at 5:30 p.m. (Resolution 2025-126) to accept bids for sale of vacant city lots.

The council also suspended the three-reading rule and adopted Ordinance 2025-14 to authorize charging Fire and EMS fees. The minutes record unanimous approval for these items; they do not provide numeric vote tallies by individual member.
