Buhl council adopts resolution to certify delinquent utility charges to county tax rolls

Following a brief public hearing on Nov. 18, the Buhl City Council voted unanimously to adopt Resolution 25-44 to certify delinquent 2025 unpaid utility charges to the St. Louis County 2026 property tax rolls.
The council recessed its regular meeting for the public hearing at 7:19 p.m.; the hearing opened at 7:20 p.m. and closed at 7:22 p.m. after no testimony was received. The charges proposed for certification were those listed in "Exhibit A" attached to Resolution 25-44. Councilor Towner moved to execute and adopt the resolution; Councilor Loeffler supported the motion. A roll call vote recorded Kealy, Loeffler, Teska-Erickson, Towner and Mayor Matthews voting aye.
Council discussion included a comment about whether base utility charges should be applied to vacant or unoccupied residences; staff noted changing that practice would require an ordinance amendment and could be addressed in the future. The resolution instructs staff to forward the certified list to the St. Louis County Auditor for inclusion on affected 2026 property tax statements.
The adoption of the resolution carries an administrative effect: the specified unpaid utility charges will be added to property tax statements for collection in 2026 unless otherwise resolved prior to county processing.
