Alton council adopts seven ordinances and approves budget transfer, routine business
Summary

At its Aug. 13 meeting the Alton City Council adopted seven ordinances that amend the city code on topics ranging from adult establishment nuisances to sidewalk liability and also adopted a budget transfer resolution.
Council Member Kleinhesselink introduced Ordinances 893 through 899. For each ordinance the council voted to dispense with the statutory three-reading requirement as provided by Code of Iowa §380.3 and then voted to adopt the ordinance. All ordinance motions passed unanimously with ayes from Council Members Mulder, Frederes, Plathe, Jorgensen and Kleinhesselink and will be signed by Mayor Dan Vande Griend. The adopted ordinances address:
- Ordinance 893: adult establishment nuisances - Ordinance 894: bond requirements - Ordinance 895: electronic meetings provisions - Ordinance 896: fire officials' authority to cite violations - Ordinance 897: operating budget preparation - Ordinance 898: publication of minutes - Ordinance 899: sidewalk liability
The council also approved Resolution 24-26, moving budgeted transfers from the General Fund, RUT Fund and utility funds to capital projects funds (motion by Jorgensen, second by Frederes; roll-call ayes 5). During the meeting the council approved minutes from July 16 and June 26, accepted financial reports, approved bills (total accounts payable listed at $424,705.06) and approved several routine items including a one-year lease for a John Deere 1025R tractor and a liquor-license extension for The Yard’s Sept. 14 street dance.
Why it matters: The ordinance package updates municipal code provisions across several operational areas; the budget transfer directs funds to capital projects and the consent approvals provide the council’s routine fiscal oversight.
