Alton council approves DGR task order for 3rd Avenue, hears flood recovery updates and adopts FY25 Capital Projects Plan

The Alton City Council on Dec. 10 authorized a DGR engineering task order to advance plans and bidding for 3rd Avenue flood repairs and adopted the FY25 Capital Projects Plan.
Administrator Dale Oltmans told the council DGR finalized plans for 3rd Avenue and the tentative schedule is to go to bid in mid-January with a bid-award recommendation to the council in February. The lagoon emergency repair project is complete, and DGR is preparing documentation for FEMA reimbursement; 10th Street has been dug up and recompacted for winter with blacktop scheduled for next spring. Some categories of flood-related work (labeled A & B in the minutes) are close to being closed out, enabling the City to apply for related funds once documentation is complete.
The council approved the DGR Task Order by motion (Kleinhesselink moved; Mulder seconded) with five ayes and later approved the draft FY25 Capital Projects Plan (motion by Kleinhesselink, second by Frederes) with unanimous support.
Why it matters: the approvals move several flood-recovery projects toward procurement and construction, and adoption of the capital plan sets priorities and budgets for FY25. Oltmans said some repair costs will be submitted to FEMA and that inland marine insurance will cover some damaged equipment; insurance denials will be documented for FEMA submittal where appropriate.
Next steps: staff will prepare bid documents for 3rd Avenue work and bring a recommendation for award to the February meeting. The council also noted upcoming software vendor presentations and other administrative items.
