The Richmond Select Board on March 16 completed its annual reorganization, adopted the town's fiscal year 2027 capital plan and approved a series of routine permits, appointments and small capital actions.
Adam Wood was nominated and elected chair; Caitlyn Filkins was confirmed as vice chair and Duncan Wardwell was reappointed select board secretary. The board then opened and closed a public hearing on the FY27 capital plan and voted to adopt the plan as presented after staff updated timing and cost allocations for highway equipment, noting reserve funds remain positive across the 15-year projection. "Each of these reserve funds ... helps us figure out exactly what year those are going to be expended in," a staff presenter said during the review.
The board approved a package of appointments and event permits: Lori Brisbane was reappointed delinquent tax collector; permission was granted to use the town center campus for the Radiate Art Crawl (Sept. 27, 2026); an access permit (AC2026-00001) for 593 Williams Hill Road was approved following staff review; and the Round Church Women's Run road closures for July 25, 2026 were authorized with discussion about police support.
Park and small capital approvals included authorization for Engineering Ventures to complete schematic and final design and flood‑plain consulting for a new pavilion at Volunteers Green in an amount not to exceed $22,000, with funds to come from the town's special projects reserve fund earmarked for parks. The board also authorized up to $12,000 from the same reserve for materials to install a crushed‑stone parking lot at Brown's Court, with highway staff estimating $9,691.50 in material costs and board members allowing a small contingency for additional material needs.
Routine fiscal items passed as well: the board approved a $22,000 purchase order to Pyro Technico for Fourth of July fireworks ($15,000 budgeted, $7,000 from reserve), and authorized $2,646.96 from the town center reserve fund to repair or replace the Richmond Free Library water heater.
All votes on motions described above were taken by roll call and passed unless noted.
