The Alton City Council on Dec. 10 adopted two resolutions transferring funds from TIF Fair View Meadows Phase 1 and Phase 2 housing funds for debt repayment and LMI set-aside, and a separate resolution authorizing disposal of certain easement rights by quitclaim deed tied to adjusted plats in Fair View Meadows.
Mayor Dan Vande Griend declared Resolutions 24-30 and 24-31 adopted after Council Member Mulder moved and Plathe seconded each measure; the roll-call votes were recorded as Ayes: Mulder, Plathe, Frederes, Kleinhesselink and Jorgensen, Nays: none. Resolution 24-35, to dispose of certain easement rights related to a replat, was introduced and approved in the same manner and declared duly adopted by the mayor.
Why it matters: the transfers move tax-increment financing proceeds from Fair View Meadows housing funds toward debt repayment and low- to moderate-income set-asides tied to the development. The easement disposal follows a replat that combines five lots into four larger lots; two of the new lots have already sold and the replat will vacate prior easements and establish new easements under the revised plat.
In related procedural business, the council approved the renewal of The Yard Bar & Grill's Class C retail alcohol license pending submission of a Dram Shop insurance certificate. Council members also voted to accept the month’s financial reports and to approve the accounts payable listing, which totaled $363,610.96 and included line items such as bond interest payments, payroll, utility costs and vendor invoices.
The minutes record motions and unanimous roll-call votes for the resolutions and routine approvals; no controversy or dissent was recorded on these items. Administrator Dale Oltmans said he would coordinate with the city attorney on process steps for potential sale of Park Street lots, noting Hiemstra Rentals has first right of refusal based on prior development discussions.
