Alton council backs move for Orange City Area Daycare to be managed by Crittenton Center

Mayor Dan Vande Griend called the Aug. 13 meeting to order and the council considered a recommendation to shift management of the Orange City Area Daycare (OCAD) to Crittenton Center.
Kim Scorza, representing Crittenton Center, and Chelsie Robbins, representing the Orange City Area Daycare Board, attended to present the proposal and answer questions. City Clerk/Administrator Dale Oltmans supplied documents prepared by the Early Childhood Development (28E) group to support the transition.
The presenters and staff addressed questions about employee salaries and benefits, the daycare’s current cash position, how many childcare slots are currently available and plans both to increase slots and to add employees. After the presentation, Council Member Mulder moved and Council Member Frederes seconded a motion directing Alton’s 28E representative, Dale Oltmans, to vote in favor of four items: the Management Agreement with Crittenton Center; a Lease Agreement with Crittenton Center; amended Early Child Development 28E bylaws; and a Lease Release with OCAD. The motion passed, ayes 5.
Why it matters: Local management changes can affect how many childcare slots are available to Alton families and the compensation and benefits of childcare staff; the council’s direction means the city’s 28E vote will support Crittenton Center taking over operations.
Procedural note: Scorza and Robbins left the meeting at about 6:25 p.m. The council also approved minutes, financial reports and bills during the same meeting.
