The Rutherford County School Board on June 23 granted conceptual approval for a retiree-only health reimbursement arrangement (HRA) intended for a narrow group of former Rutherford County government employees who transferred employment to the district and who have a district hire date on or after July 1, 2015.
According to a benefits staff presentation, state law had excluded the affected employees from the district’s retiree health plan, and the HRA would provide support for qualifying expenses such as insurance premiums or out-of-pocket medical costs. The staff described the proposed HRA as retiree-only; spouses and dependents would be excluded until the retiree reaches age 65. The presentation said the HRA payment would be up to $1,000 per month for the retiree-only group and that Gallagher would be used to effectuate the arrangement. Final eligibility and plan design will return to the board for formal approval.
Board members asked clarifying questions. Dr. Sullivan, Mr. Wright and Dr. Anthony explained that only a very small number of employees are affected (panel estimates in the meeting ranged from one to four people) and that the employees in question had been county employees who transferred to district employment. The board moved and seconded the conceptual approval and approved the motion by voice vote; the motion was moved by Mr. Barnes and seconded by Mr. Azales according to the meeting record.
What happens next: The benefits department will work with Gallagher to finalize plan design and eligibility criteria, and the board will be asked to grant final approval once specific eligibility and administrative details are defined.
