Board members discussed whether progressive enforcement would normally apply but agreed the violations were significant enough to require permanent revocation. The board approved the motion to revoke the permit by unanimous vote.
The board instructed staff to proceed with revocation procedures and noted the decision was made with public‑health considerations at the forefront.
