RTM approves $6 million interim appropriation and bond authorization for Central Middle School to address fire-suppression and site issues

The Representative Town Meeting approved a $6 million interim appropriation and an accompanying $6 million bond authorization to meet emergent construction costs at Central Middle School.

Project leadership told committee members that the most significant unanticipated expenses arose from fire-suppression and fire-alarm enhancements after low water pressure was discovered on the school’s water service. The building committee described the need to install a temporary fire pump to permit occupancy for the upcoming school year and outlined additional potential expenses including hazardous-material remediation, rock removal, and field improvements.

"The largest unforeseen expenses relate to fire suppression and fire alarm enhancements required by the fire marshal after low water pressure was discovered at the school," the building committee reported.

Committee reports also flagged a broader town concern: aging water mains and several other town properties that share dead-end pipe configurations may face similar pressure issues, raising the possibility of future capital work. The Board of Finance, Budget Overview Committee, Public Works and Education committees all reviewed the request; recorded votes showed strong committee support and the interim appropriation carried on the floor (190–4–4). The bond resolution also carried in a subsequent vote that met the full-membership majority requirement (185–9–4).

Officials noted the project still requires continued cost control efforts and that some owner contingency funds remain to address additional change orders while the committee seeks cost reductions. The town also expects a substantial state reimbursement related to the project.
