Alton council adopts ordinances, sets FY26 tax-levy hearing, approves IT contract and liquor license

At its Feb. 11 meeting, the Alton City Council handled routine municipal business and several ordinance and resolution votes.
The council reviewed the February accounts payable and vendor list; the minutes record total accounts payable of $297,901.16. Council approved the minutes from the Jan. 14 meeting, accepted the financial reports and approved the bills as presented; all three consent motions passed on unanimous 5-0 votes.
Council Member Jorgensen introduced and the council adopted Resolution 25-04 to set a date and place for a public hearing on the proposed property tax levy for fiscal year ending June 30, 2026. The council also adopted Ordinance 903 (amending prior ordinances so that general property taxes will no longer be divided on certain property within the Fair View Meadows 2nd Addition Phase 2 urban renewal district) and Ordinance 904 (amending the city's construction-code provisions). Both ordinances were adopted on final passage after the council dispensed with additional readings.
The council approved Resolution 25-05, accepting the plat for Fair View Meadows Third Addition and dedicating public streets, and adopted Resolution 25-06 fixing a date for a public hearing on a proposed development agreement with the Alton Economic Development Corporation (Phase 3). The minutes record all votes on these items as ayes 5, nays none.
City Clerk/Administrator Dale Oltmans presented a new IT services contract with Premier Network Solutions and noted that rates increased by about 14%; Council Member Jorgensen said that increase was normal. The council approved the IT contract (motion by Kleinhesselink, second by Frederes; ayes 5).
Sioux Golf & Country Club applied to renew a Class C Retail Alcohol License; the council approved the license pending Dram Shop compliance (motion by Mulder, second by Plathe; ayes 5).
Oltmans also updated the council on progress with FEMA and flood projects stemming from 2024 flooding. Mayor Dan Vande Griend reported on county emergency management staffing: Nate Huizenga will move to full-time sheriff duties and Sioux County will hire a full-time Emergency Management Officer; towns will share the cost through a per-capita formula.
