Council discussed the possibility of modest millage reductions but emphasized that planned initiatives — including retiree health benefit proposals and pay-step/merit plans — carry costs that must be modeled before decisions. Personnel staff recommended a defined‑contribution approach for retiree health coverage aimed at pre‑65 retirees and estimated a potential budget impact on the order of several hundred thousand dollars depending on eligibility windows; staff will produce cost estimates and eligibility scenarios for council review.
On the transportation referendum, council passed a resolution to convene a citizens committee and last week sent letters to municipal partners asking them to appoint non‑elected members for outreach and independent cost estimating. Council members said public education and independent engineering cost estimates — and possibly a professional public‑communications contract — will be needed in advance of any referendum.
Council also asked staff to examine stormwater, parks, solid-waste and economic development structures (including the Beaufort County Economic Development Corporation model) and to return with pros/cons and financial implications. Multiple members urged using county‑owned excess parcels and the housing trust to seed housing funds to offset impact fees and speed projects to market.
No binding budget votes were taken; staff are to return with detailed fiscal models and committee recommendations during the budget calendar.
