Piedmont Council OKs $383,401.47 in bills, authorizes personnel replacements and approves Resolution 2024-15

The City Council of the City of Piedmont met in regular session Sept. 17 and approved routine and administrative actions, including payment of bills totaling $383,401.47 and a personnel policy change that allows staff to replace departed employees in specified circumstances without returning to the full council.
Councilmember Terry Kiser moved to approve the minutes as presented; Councilmember Greg South seconded and the motion passed. The council then approved payment of bills totaling $383,401.47 after a motion by Councilmember Richard Williams, seconded by Jubal Feazell; Councilmember Terry Kiser recorded an abstention on the bills vote.
Tim Frost, who was on the agenda, asked the council for permission to replace a worker who had quit. Councilmember Greg South moved to permit the replacement; Councilmember David Ivey seconded and the motion carried, with Councilmember Kiser abstaining. Later in the personnel discussion, Councilmember Kiser moved to authorize the Personnel Director to replace employees who have quit and taken another job without bringing each replacement to the council; Jubal Feazell seconded and that motion carried.
The council approved Resolution 2024-15 after a motion by Councilmember John Lawrence and a second from Councilmember Terry Kiser. Resolution 2024-16 was listed on the agenda but was not voted on during the meeting.
City Clerk Hinton reported that Civic Center flooring and painting repairs were nearing completion and that the Electrical Department was installing the final batch of new meters. Clerk Hinton said Corey Horton needs to order a load of power poles at an estimated cost of about $10,500; Councilmember Greg South moved to purchase the utility poles, Caleb Pope seconded, and the motion carried. Clerk Hinton also reported that items sold on Gov Deal generated a little more than $200,000.
Mayor Baker used his comments to thank Chief Johnson for a plaque and to report that work continues on the café at Fagan’s Park. He also noted that Piedmont football returns Friday, with the JV and junior high teams reported undefeated, and announced a Rally for Trump downtown Saturday from 10 a.m. to noon.
With no other business, Councilmember Terry Kiser moved to adjourn; Jubal Feazell seconded and the meeting adjourned at 6:14 p.m.
