Andrews Community Forest committee approves combined ecology–recreation appendix, forms rules working group

The Andrews Community Forest Committee voted to approve a revised, combined ecology-and-recreation appendix to the management plan and advanced plans to draft a separate visitor rules document at its March 9 meeting.

Committee members spent the bulk of the meeting reviewing the appendix line by line, accepting edits to language about the town planning context, trail-network references and ecological priorities. The group agreed to cite the 2026 Richmond Town Plan language and to clarify references to TrailForks/Trailfinder and to ongoing plans for the Belmont route so the appendix does not imply a final locally defined trail alignment.

Why it matters: The committee’s management plan guides stewardship of the Andrews Community Forest and is updated only once every 10 years; separating day-to-day, visitor-facing rules into a distinct document would let the committee or town post seasonal closures and other operational rules without reopening the full plan. Committee members emphasized that any rules document must align with the management plan and will be subject to select-board review or approval, depending on the select board’s direction.

Discussion and decisions: Members debated four options—keeping rules in the plan, producing a separate but fully consistent rules sheet, creating a separate rules document that would require select-board approval for changes, or having the select board empower the committee to update a rules sheet directly. The group favored a separate, concise user-rules document that summarizes visitor-facing items (seasonal closures, trail-specific restrictions, dog and bike guidance) and can be posted at kiosks and on the town forest webpage for easy public access.

The committee agreed to convene a small working group (two to three people) to draft the rules and cross-check the proposed wording against approved management-plan language. At the meeting at least two volunteers offered to serve on that working group; the committee will coordinate edits outside a full quorum and return recommendations to the full committee for approval.

Trail buffers and maps: The committee standardized units to feet and discussed buffer guidance used elsewhere in the plan (members referenced a 330-foot buffer used in other sections as a planning reference). They elected not to insert a new buffered-map into the appendix at this time to avoid confusion; instead the plan will describe buffering logic and defer generation of a consolidated buffer map for a later step.

Administrative items and follow-ups: The committee removed a proposed trail-maintenance and connectivity agreement from the appendix and moved it into a standalone document for separate work. Members also resolved reference and footnote formatting issues, agreed to reconcile figure legends (for slope/slope-angle units) and to add specific citations to the references section before the plan is circulated more widely.

Vote and next steps: After line-by-line edits, a member moved to approve the combined ecology-and-recreation appendix (also referred to in the meeting as 'ACF for people and wildlife'). The motion was seconded and carried; the committee recorded the appendix as approved and indicated it will send the revised materials to partner groups and the select board for review. The working group will draft the visitor rules and return a proposed rules document to the committee; the committee scheduled follow-up meetings and noted website updates will be proposed by committee volunteers.
