Council pauses action on Early Childhood Development 28E agreements pending more information

Dale Oltmans reviewed outcomes of the Early Childhood Development 28E meeting and subsequent email exchanges at the July 16 Alton City Council session, saying the task force that was set up by the daycare had commissioned and funded the Crittenton Center to evaluate daycare health and viability and prepare a management agreement and lease.
Council members questioned the substance and timing of the agreements, saying the drafts appeared imbalanced and incomplete and expressing concern about possible liability to the city and impacts on residents and daycare staff. Council members said the process felt rushed and asked staff for more precise information before the council would consider participation in the 28E.
The council reached consensus to take no action on the 28E participation until staff could provide additional detail, clarifications and any proposed revisions to agreements.
