Council approves preliminary site plan for EMS Detergents expansion in industrial park

The North Liberty City Council on May 12 approved a preliminary site plan amendment allowing EMS Detergents to expand operations on Stoner Court with a phased project that includes a roughly 12,000-square-foot addition to an existing building and a new roughly 25,000-square-foot building on a 5.52-acre parcel.
Planning staff said the planning commission unanimously recommended approval at its May meeting, noting one finding tied to standard site plan review. John Marner of MMS Consultants represented the applicant and described the work as phased: the first phase would expand the existing building; the second phase would add the larger building and additional parking and stormwater detention.
Owner Dan Hayes described EMS’s local roots and growth: he said he bought EMS Detergents in January 2009 when it was a six-employee janitorial supply company and has since increased staffing to 28 employees, with customers across Iowa and into Illinois. “With this new addition… there’s definitely room to expand in the future,” Hayes said, explaining that the expansion supports continued growth and manufacturing capacity.
Why it matters: the expansion keeps business and jobs in North Liberty, adds industrial floor area and increases the city’s manufacturing tax base. Council members applauded the local investment and noted the project supports economic development objectives.
Council action: the council moved, seconded and approved Resolution 2026-47 approving the preliminary site plan by a recorded 5–0 vote.
