North Liberty council advances bond sale, approves loan resolutions to set up June borrowing

The North Liberty City Council on May 12 approved a package of actions to advance a planned June bond sale, including a resolution taking additional action on proposals to enter into essential- and general-purpose loan agreements.
City administrator Ryan said the council’s steps are part of the standard borrowing timetable and noted staff and the city’s financial advisor will speak with Moody’s on a rating call next week before the sale. “This is really the first step in approving the resolution and then you’ll see Tiana here in early June with the results of the bond sale,” Ryan said.
Why it matters: the bond sale will provide borrowing capacity for projects the city has identified as essential and general corporate purposes, including streets and capital projects. Staff explained that state rules distinguish essential corporate purposes (easier to borrow for) from general corporate purposes (subject to other limits). The resolution adopted at the meeting, Resolution 2026-46, combines the loan agreements and authorizes staff to complete the steps required to issue the bonds.
What the council did: with no public comment during two short hearings—one on an essential-purpose loan and one on a general-purpose loan—the council moved, seconded and approved the resolution. The roll-call vote on the resolution was recorded as passed by the council.
Votes at a glance: the council approved Resolution 2026-46 (taking additional action on proposals to enter into and combine loan agreements) by unanimous vote. Several follow-up items tied to the bond sale (rating call, final sale results) were described as staff actions coming in early June.
What’s next: staff will complete the Moody’s rating call and return to the council with the results and final bond-sale figures in early June.
