Council approves Wilken 56-unit special-use permit and TIF development agreements, OKs Aldi project

The Highland City Council on Dec. 15 approved a cluster of land-use and development actions in TIF Number Three, including a special-use permit for a 56-unit luxury apartment project at 12328 Sportsman Road and development agreements with Wilken Development and Aldi Inc.
Councilwoman Sloan moved to adopt a separate statement of findings of fact (Bill #25-134) related to the special-use permit; Councilman Klaus seconded and the motion carried unanimously. Councilwoman Bellm then moved to adopt Ordinance #3417 (Bill #25-135) granting the special use permit to Austin and Brad Wilken for fifty-six luxury apartment units in the Mixed-Use Zoning District.
The council also approved Ordinance #3418 (Bill #25-136) to authorize and execute a development agreement with Wilken Development for a project within TIF Number Three. Mayor Kevin B. Hemann called the Wilken project "very exciting," and City Manager Chris Conrad said it would be similar to existing nearby development.
Separately, the council approved Ordinance #3419 (Bill #25-137) authorizing a development agreement with Aldi Inc. for a project within the same TIF area. After that vote, Mayor Hemann said, "we can officially say, now, that Aldi is coming to town." All three development-related ordinances passed on unanimous roll calls.
