Aplington council approves consent agenda, ambulance trainee and 2026 health-plan renewal

Mayor Jason Mehmen called the meeting to order at 6:00 p.m. Council member Lage moved to approve the consent agenda, Council member Jacobs seconded, and the motion carried unanimously, approving the agenda, minutes of the Oct. 8 meeting, the financial report through October 2025 and a list of claims.
Francis Krull, representing the Ambulance Department, asked the council to approve Mandy McCord to join the ambulance crew; the council approved the request on a motion by Council member Jacobs, seconded by Council member Wolff. The transcript records that McCord will need to complete the EMT course as a condition of service.
City staff reported routine departmental updates. Alexis Karsjens provided the library report, noting 536 participants in October for programs including story-time and a Veterans Day exhibit. Jeff Ridder provided a Public Works update; the City Clerk presented the Street Finance Report. A building permit for First Reformed Church was recorded as approved in the meeting record.
Justin Mehmen presented the Wellmark Health Insurance renewal for city employees, noting a 10.5% increase in premiums and an age-out scheduled for March 2026. Council member Lage moved to approve the renewal effective Jan. 1, 2026; Council member Noble seconded, and the motion carried unanimously.
With no further business, Council member Lage moved to adjourn, Council member Jacobs seconded, and the meeting adjourned at 6:42 p.m.
What happens next: the council will take up items placed on future agendas, including the tabled electric-rate matter for which a December public hearing has been scheduled.
