North Liberty council approves transit agreement, contracts, penalties and TIF measure in unanimous votes

Grant, speaking for public safety staff, explained the city issues permits for retail tobacco sales and that police conduct compliance checks; when an underlying criminal charge is resolved, the permitting entity collects the civil penalty. The council approved Resolution 2026‑39 (Fairway Stores, Inc.) and Resolution 2026‑40 (The Station LLC), each reflecting a first offense under the city's penalty schedule.
Community Center parking lot: Council accepted the low bid and authorized the city to execute a contract for Phase One of the North Liberty Community Center parking lot improvements (Resolution 2026‑41). Members commented the bids were “good” and voted 5‑0 to proceed.
Transit 28E agreement: Council approved a 28E agreement (Resolution 2026‑42) with Johnson County to contract SEAT service directly to the city rather than through Coralville. City Administrator Ryan said the agreement will continue the same three daily trips currently provided; "users should not see a change in the services we're offering," he said. Staff noted SEAT provides additional ADA capacity and that Angie in the city office will assist residents in navigating available transit options.
Bonds and finance items: Council engaged Dorsey & Whitney LLP as bond counsel for the General Obligation Corporate Purpose Bond Series 2026A (Resolution 2026‑45) and set public hearing dates for proposed loan agreements (Resolution 2026‑43); both motions passed 5‑0.
Development agreements and TIF: Council approved the developer's agreement and stormwater maintenance agreement for Liberty Commons part two (Resolution 2026‑44). The council also held third consideration and approved Ordinance 2026‑05, providing for division of taxes in the April 2025 addition to the North Liberty Urban Renewal Area under section 403.19 of the Code of Iowa; roll call was unanimous.
