Mills County appraisal district proposes 2% budget increase, eyes EagleView aerial-imagery software

Michael Hall, the chief appraiser for the Mills County Central Appraisal District, presented the CAD’s proposed 2027 budget to the Commissioners Court and explained several line-item increases and proposed technology investments.

Hall said the proposed budget is 2% above last year and singled out two primary increases: website maintenance (including ADA-compliance work) and the addition of EagleView aerial-imagery software, which would provide updated imagery and measurement tools. Using examples from other counties, Hall said initial use of such services has produced substantial increases to the property tax roll in some jurisdictions (he cited Mason adding $26 million, Hamilton $10 million, and Belton/Bell County larger figures), and said the CAD expects the software cost to be offset by recovered value in the roll in early years.

Hall also discussed staffing and salary adjustments to retain certified personnel, noting the CAD now has four staff members who are—or will be—certified, and outlined consulting and appraisal contracts (Pritchard & Abbott for utilities; Western Valuation for residential appraisals). He said the CAD will hold a public hearing on Aug. 17 and anticipates formal adoption after that process.

What it means: the appraisal district is balancing small budget growth with investment in technology and staff retention; commissioners will review certified numbers (expected on or before July 25) and consider adoption later in the summer.
