Highland council unanimously approves consent and routine items including cemetery transfer and surplus equipment sales

At its Dec. 1 meeting the Highland City Council unanimously approved a slate of consent and routine items.
Motions passed included approval of the Nov. 17 regular-session minutes and Nov. 17 executive-session minutes (moved by Councilwoman Sloan; seconded by Councilman Klaus); transfer of Grave Spaces #3 & #4 in Lot #61, Block #12 from Patti Brown to Marilyn Sumner, Otto Sumner and Scott Sumner (moved by Councilwoman Bellm; seconded by Councilman Klaus); declaration of certain city personal property as surplus including a mini excavator and backhoe loader (moved by Councilman Napper; seconded by Councilwoman Bellm); approval of a joint funding agreement with the Illinois Department of Transportation for preliminary engineering (moved by Councilwoman Bellm; seconded by Councilman Napper); approval of a special-event permit for the Highland Jaycees BBQ on Dec. 6 during the Cookie Crumble with temporary power provided by staff (moved by Councilwoman Bellm; seconded by Councilwoman Sloan); and acceptance of Expenditures Report #1303 for Nov. 15–28, 2025 (moved by Councilwoman Sloan; seconded by Councilman Klaus).
All roll-call votes recorded Councilmembers Klaus, Sloan, Bellm and Napper voting aye and none voting nay. The council adjourned at 7:52 p.m.
