Council approves Metro East Humane Society agreement for trap-neuter-return program

The Highland City Council on Dec. 1 approved a services agreement with Metro East Humane Society and Metro East Friends of Ferals to carry out a trap-neuter-return (TNR) program for community cats.
City Manager Chris Conrad told the council that Director Schmitt could not attend because of weather but had provided literature describing the program. Conrad said the TNR work is at no cost to the city, that program partners will coordinate captures with city staff, and that cats will be checked for microchips, vaccinated and returned to their original territory.
Councilmembers voted unanimously to approve Bill #25-131/Resolution #25-12-3238 authorizing the services agreement. Council discussion noted feral cats are a common issue for communities this size and that the provider is licensed to perform TNR operations.
The agreement places operational coordination with city staff while leaving clinical service—trapping, neutering and vaccination—to the partner organizations under the terms described in the program literature provided to council.
