CSEA Chapter 324 notifies Los Alamitos USD of intent to amend contract; district to open negotiations

Andy McCown, identified in the meeting as the California School Employees Association (CSEA) chapter 324 president, notified the Los Alamitos Unified School District board on June 23 that the union intends to modify or amend the district’s collective bargaining agreement and presented proposal topics for public discussion.
McCown said CSEA seeks changes to articles including hours (article 6), salary and fringe benefits (article 16), and term/reopeners (article 17), along with updates to titles, dates and terminology. He said the association is providing an initial proposal under the Government Code process for negotiations.
Dr. Reese Wright, speaking for the district, said the Los Alamitos Unified School District will open negotiations for the 2026–27 school year with CSEA Chapter 324 on the cited articles and reserved the right to discuss other contract sections as part of the negotiation process.
The board opened a public hearing on the proposals and, with no public comment, closed the hearing and returned to routine business. Both sides described the notice and the district’s intent to begin formal bargaining; no tentative agreement or changes were adopted at the meeting.
What’s next: The notice starts the formal negotiation timeline. Both parties will proceed through the district’s bargaining procedures and Government Code provisions for public notice and meet-and-confer obligations.
