City Manager Chris Conrad said the Combined Planning & Zoning Board required a special condition ensuring “dedicated parking in back.” Councilwoman Sloan moved to adopt the separate findings of fact (Bill #25-127) and Councilwoman Bellm later moved to adopt the ordinance (Bill #25-128); both motions passed on roll-call votes with Councilmembers Klaus, Sloan, Bellm and Napper voting aye.
The council record shows the action includes both a findings-resolution (Bill #25-127) and the formal ordinance (Bill #25-128/Ordinance #3415). When asked for clarification, Conrad explained the special condition is intended to guarantee off-street parking for the units and reflect the Combined Planning & Zoning Board’s recommendation.
Supporters of special-use permitting have argued that conditions such as dedicated parking help reduce neighborhood impacts by preventing spillover parking on adjacent streets. The council provided no additional conditions beyond the CPZ recommendation during the meeting.
With the unanimous vote, the ordinance moves forward as adopted; no appeals or further council action were recorded during the Dec. 1 session.
