Edinburg CISD reports steady special education outcomes and full compliance under House Bill 2

Alita Huarees, director of special education for Edinburg CISD, presented the district's annual special education report required under Texas Education Code and House Bill 2, saying the department served 3,465 students in the 2024 school year and 3,878 students in the current year.
Huarees reported that students receiving special education services achieved a 45% approaches rate, a 23% meets rate and a 10% masters rate on STAAR‑tested subjects. She told trustees the department recorded a four‑year graduation rate of 90% for special education students, with 152 graduates in the last reporting year and an annual dropout rate of 4% (two students) for that cohort.
"For the last three consecutive years, the district has maintained 100% compliance in initial evaluation timelines, early childhood transition requirements and other TEA indicators," Huarees said, stressing the district's adherence to TEA timelines (for example, 45 calendar days to evaluate and 30 calendar days for ARD timelines).
Huarees also noted the district's college, career and military readiness (CCMR) rate for students receiving special education services was 86.8%, exceeding the district average of 84%.
Trustees praised the special education staff for maintaining compliance and strong outcomes under demanding timelines. Huarees credited district leadership and staff, and thanked the board for supporting staffing needs in the department.
The presentation included accountability indicators tracked under TEA's results‑driven accountability; Huarees said Edinburg CISD has consistently earned a determination level of 1 (meets requirements) and has had no findings related to significant disproportionality or targeted monitoring.
The board did not take further action on the report beyond discussion and recognition; Huarees invited questions and thanked staff for their work.
