CHFA Personnel Committee convenes executive session on CEO performance review, approves Oct. 9 minutes

Seila Mosquera-Bruno, chairperson of the Connecticut Housing Finance Authority Board of Directors and commissioner of the Department of Housing, presided over the CHFA Personnel Committee’s special meeting on March 23, 2026. The committee voted unanimously to convene an executive session to consider the Chief Executive Officer–Executive Director performance review.
The motion to move into executive session was made by Sean Williams and seconded by Lisa Tepper Bates; the committee voted unanimously to begin the executive session at 4:03 PM. CHFA CEO-Executive Director Nandini Natarajan and leadership consultant Lisa Nakamura attended the executive session; the minutes record that Natarajan left the session at 4:24 PM and Nakamura left at 4:45 PM. The executive session adjourned at 4:54 PM.
After returning to open session, Commissioner Mosquera-Bruno asked committee members to consider the minutes from the Personnel Committee’s Oct. 9, 2025 meeting. A motion to approve those minutes, made by Lisa Tepper Bates and seconded by Sean Williams, passed unanimously. The special meeting adjourned by unanimous consent at 4:55 PM.
The minutes record attendance by committee members Lisa Tepper Bates, Heidi DeWyngaert, Seila Mosquera-Bruno, Franklin Perry II, Sarah Sanders (Deputy Treasurer, representing State Treasurer Erick Russell) and Sean Williams. Nandini Natarajan participated virtually as CHFA CEO-Executive Director; Lisa Nakamura participated virtually as a leadership consultant with Solutions 21. No substantive actions or committee findings from the executive session are recorded in the minutes.
