The Willington School Building Committee voted June 22 to authorize a $3,000 appraisal of a prospective new school parcel to satisfy grant requirements and support potential land negotiations.
Chair told the committee that Colliers had solicited appraisals with no responses and recommended direct engagement of RF Hagerty and Associates; the motion to authorize the firm's proposal was seconded and approved by roll call. "So that is moving along," the Chair said after the unanimous vote.
Scott, the committee's consultant, said the state grant requires two appraisals within six months and explained the practical approach: obtain the first appraisal now and update or have the appraiser verify the value later if needed. "You need them within, I believe, six months of the grant application," Scott said, describing the mechanics of using a second appraisal or a verification letter to meet reimbursement rules.
Committee members also advanced next steps for site due diligence: Tecton will provide sketches showing boring locations and test-pit areas for septic evaluation; the committee will solicit proposals for clearing access to reach the drill rig. Scott estimated geotechnical work in the vicinity of $10,000, with clearing as a separate expense. He added that Langan's Phase I environmental assessment is expected this week for the proposed parcel.
The motion to authorize RF Hagerty and Associates Inc. for the appraisal was recorded as follows: motion presented by the Chair, seconded by Jerry; roll-call vote was unanimous. The committee noted a three-week turnaround from authorization to receive the draft appraisal.
Members said completing the appraisal and the geotechnical and environmental work quickly is important to preserve an October 6 referendum timeline and to make informed decisions about site purchase and grant application material. The committee agreed to bring geotechnical proposals and boring sketches back to a future meeting for formal approval.
Next steps: receive the RF Hagerty appraisal (approximate three-week delivery), obtain Tecton's boring plan, solicit geotechnical and clearing proposals, and review Langan's Phase I report when delivered.
