Board rescinds then re-approves long-term facility maintenance plan after roll-call vote

The LAKE OF THE WOODS SCHOOL DISTRICT board moved to approve resolution 2025/26-01, rescinded that approval and then re-approved the resolution by motion and roll-call vote at the July 28 meeting.
The motion to approve the long-term facility maintenance (LTFM) plan was made by Board member Hayes and seconded by Board member Sonstagard. After a brief procedural step to rescind the earlier vote and re-enter the motion, the board conducted a roll-call vote. Board members who recorded affirmative responses included Hack, Sonstagard, Severs, Hayes, Kayla Johnson and Boyd Johnson. The presiding chair announced that the motion carried.
Board discussion leading into the resolution had focused on the LTFM spreadsheet staff uses for multi-year planning. Staff described a proposed window-replacement estimate of $125,000 spread over 2028–2031, and noted a statutory change that allows spending up to $100,000 on roof systems without voter approval if the district meets eligibility criteria. The staff presenter said the LTFM is not rigid and that eligible unplanned expenses can be paid from fund balance if requirements are met.
The resolution’s adoption gives the district a required LTFM plan to submit to the state and clarifies the district’s projected fund balances and planned capital projects over the coming years. Staff said the LTFM plan will be available for future board review as project priorities or funding change.
