New Richland council sets July hearings on revised code, fences and golf-cart rules and approves a fee adjustment

At its June 8 meeting, the New Richland City Council approved Resolution 2610 to add a $250 fee for a house-related item to the municipal fee schedule and set public hearings on July 13 for several proposed ordinances.
Council members discussed Ordinance 26-02, a recodification of the city code prepared last summer and printed for distribution; staff said any ordinances passed since publication would be added before final upload. The council set a public hearing on July 13 to receive comment on the recodified code.
The council also set hearings on July 13 for Ordinance 26-03 (new fence regulations to define front-yard permissibility, heights and sight-triangle considerations) and Ordinances 26-04 and 26-05 (golf-cart and UTV rules). Discussion on the golf-cart items focused on enforcement logistics, whether the DMV or city will inspect vehicles, the city’s limited officer capacity for in-person inspections, and liability concerns when golf carts operate on rights-of-way or city property.
All motions to set hearings and to adopt the fee schedule were moved, seconded and approved in verbal roll calls during the meeting. Staff said ordinance PDFs will be uploaded to the city website in coming weeks to allow public review ahead of the July hearing.
Next steps: the council will take formal public comment at the July 13 hearing(s) and may amend or adopt ordinances following that meeting.
