City manager Miss Hardy explained the program and why staff had pulled the item for separate consideration: "This allows us to be eligible for levy limit exemptions if we participate in this and we get a state aid distribution in the amount of about $1,700," she said, describing the per‑capita disbursement as modest but beneficial to lower levy pressure. Hardy noted a software glitch had prevented the item from appearing on the originally published agenda, requiring the amendment and the council's action this evening.
Council Member Patterson moved to adopt the resolution; the motion was seconded and carried by voice vote with no opposition. Staff explained participation requires annual reporting by July 1st and that continuing participation maintains the city's eligibility for related state aid and levy considerations.
