Montebello trustees approve attorney rate increase, authorize $338,807 in claims and permit fire-rescue drills

The Montebello Board of Trustees on Dec. 23 approved a package of routine and personnel measures, including an increase to the hourly pass-through rate for Deputy Village Attorney Alyse D. Terhune and payment authorizations for the village’s December claims.
By unanimous vote (Trustee Bruce Egenhauser was absent), the board increased the pass-through rate charged for legal work performed by Alyse D. Terhune from $200 per hour to $225 per hour for services not performed under her position as Deputy Village Attorney, effective Jan. 1, 2026. The motion was made by Deputy Mayor Stacy Caridi and seconded by Trustee Michael Humphrey.
The board also approved Resolution No. 25-158, the Abstract and Schedule of Claims dated Dec. 23, 2025, authorizing payments totaling $338,807.31. A related approval, Resolution No. 25-159, authorized payment of professional-fee claims totaling $21,161.15. Resolution No. 25-160 authorized a draw from the LOC Draw Fund totaling $950.00. All three motions were made by Deputy Mayor Caridi and seconded by Trustee Humphrey; votes carried with Trustee Egenhauser absent.
Separately, the board granted the Tallman Fire Department permission to use Kathryn Gorman Ponds Park for its annual ice-rescue refresher drills, subject to conditions outlined in the department’s Dec. 15, 2025 letter. Those conditions include verification of sufficient insurance coverage, prohibiting heavy equipment on walking trails, notification to the Ramapo Police Department to assist with monitoring, and public notice. The board required the fire department to provide exact drill dates and an alternate date in case of unsuitable weather. The motion approving the drills was made by Deputy Mayor Caridi and seconded by Trustee Humphrey and carried unanimously.
The meeting record also shows routine approvals of minutes from Nov. 6, 13 and 18, 2025. With no public speakers during the comment period, the board moved into an executive session at 11:08 a.m. to discuss contractual matters; the board exited the session at 11:57 a.m. and adjourned at 11:58 a.m.
The meeting opened with Mayor Lance N. Millman offering holiday greetings. The board received the Building Department report for November 2025, which recorded 11 permits, $18,662.00 in permit fees, five certificates of occupancy, $1,025.00 in fire inspection fees, 19 code violations and two appearance tickets.
