Montebello trustees adopt local law enabling tax‑levy override; 2026 budget hearing continued to Nov. 18

The Village of Montebello Board of Trustees voted Nov. 13 to adopt Local Law No. 2 of 2025, a measure that permits the village to override the tax levy limit established in General Municipal Law §3‑c if necessary when final assessment figures are certified.
Village Attorney Warren E. Berbit told the board the Town of Ramapo Assessor’s Office will not finalize the village’s Taxable Assessed Value (TAV) until Nov. 18, and that the final number could determine whether the village must exceed the 2% tax cap when adopting the 2026 budget. To allow deliberation after the TAV is finalized and to permit participation by the mayor, the trustees also opened the public hearing on the 2026 budget and voted to continue it to Nov. 18, 2025.
The public hearing on the local law was opened at 7:38 p.m. (motion by Trustee David Rose, seconded by Trustee Michael Humphrey) and closed at 7:41 p.m. Resident Barry Romoff asked if the village exceeded the tax cap for 2025; the board answered yes. The Board then adopted Local Law No. 2 of 2025 by unanimous vote (motion by Trustee Michael Humphrey, seconded by Trustee Bruce Egenhauser). Mayor Lance N. Millman was absent for the vote.
The board’s clerk read the legal notice and made the proposed local law and tentative 2026 budget available for public inspection at Village Hall. The Clerk‑Treasurer’s reading included the proposed municipal salaries: Mayor $44,625; Deputy Mayor $12,075; Trustees (3) $6,825 each.
Next steps: the board will reconvene the public hearing on Nov. 18, 2025, after the Town assessor finalizes the TAV and the mayor is available to participate. Any resolution to set a final 2026 tax levy will follow the close of that hearing and the board’s deliberations.
