Planning Board Finds Ordinance 2025-14 on Gaitway Redevelopment Area Consistent with Master Plan

The Manalapan Planning Board voted unanimously on June 26 that Ordinance 2025-14, which would amend permitted principal uses in the Gaitway Redevelopment Area, is consistent with the township Master Plan.
Planning Board Attorney Richard Brigliadoro explained that the ordinance was referred by the Township Committee and that, under the Municipal Land Use Law, the board’s role is to make a consistency determination with the Master Plan; the board is not required to hold a separate public hearing. Mr. Brigliadoro also summarized a June 26 letter from Board Planner Jennifer Beahm that referenced the 2009 and 2020 Master Plan Reexamination Reports and recommended exploring opportunities to expand commercial areas, particularly west of Englishtown. The planner’s analysis concluded the ordinance builds on the existing Gaitway Redevelopment Area and is consistent with the Master Plan.
Chief Hogan moved and Barry Fisher seconded that the ordinance is consistent with the Master Plan; the roll-call vote recorded yes votes from Barry Fisher, Todd Brown, John Castronovo, Barry Jacobson, Chairwoman Kathryn Kwaak, Jack McNaboe, Chief Hogan, Steve Kastell, Nunzio Pollifrone and Pat Givelekian. Mayor Eric Nelson was absent. Chairwoman Kwaak invited public comment and none was offered. The Township Committee’s public hearing on Ordinance 2025-14 is scheduled for July 9, 2025.
The board’s action is a consistency determination; any final adoption of the ordinance will be decided by the Township Committee at its public hearing.
