Nisswa mayor outlines EDA powers and interview process as council seeks appointees for an economic-development authority

City leaders described plans to form a seven-member Economic Development Authority (EDA) at the June town hall and explained its statutory powers and the mayor’s appointment role.

The mayor said an EDA differs from a simple advisory economic-development commission because the authority may, under state statute, buy and sell property, issue bonds and otherwise be structured to support economic projects. He emphasized that any taxes, special assessments or bonding would still require council approval: "None of that can happen without us voting on it," he said.

Staff and a regional economic-development representative (Brainerd Lakes Area EDA) held two interview days (May 19 and June 2) and planned additional interviews in mid-June. Candidates interviewed so far include local business owners, former elected officials and residents with prior EDA experience; several additional applicants remained to be interviewed. The mayor said he seeks a diverse mix of private-sector and civic experience and noted staggered terms will be used so the board’s membership phases over time.

Council members also discussed a city-owned parcel purchased in late 2024 and said they expect the EDA to help develop strategy and priorities for the property and other economic-development initiatives. The council did not make appointments at the town hall; staff said appointments will be made only after interviews are complete and recommendations are synthesized.
