Manalapan Planning Board appoints E2 Project Management as archaeologist

The Township of Manalapan Planning Board voted Sept. 11 to appoint E2 Project Management of Rockaway, N.J., as the board’s archaeologist after reviewing two responses to a request for proposals, board members said.

Chairwoman Kathryn Kwaak said the board considered submissions from Chronicle Heritage, headquartered in Phoenix, Ariz., with an office in West Chester, Pa., and E2 Project Management of Rockaway. Attorney Austin Mueller reported his office had followed up with references for both firms and recommended E2 based on its proximity to Manalapan and the reference checks.

John Castronovo moved to appoint E2 Project Management, and Todd Brown seconded the motion. The board recorded the following votes in favor: Todd Brown, John Castronovo, Barry Jacobson, Kathryn Kwaak, Jack McNaboe, Mayor Eric Nelson, Nunzio Pollifrone and Pat Givelekian. There were no votes recorded against the motion; Barry Fisher, Chief Hogan and Steve Kastell were absent. The board directed that a draft resolution for the appointment be prepared and sent to the Finance Office in the standard format used for professional appointments.

At the start of the meeting the board approved the minutes from its Aug. 28, 2025 meeting. Committeeman Jack McNaboe moved to approve the minutes and Barry Jacobson seconded; the board recorded votes in favor from Todd Brown, John Castronovo, Barry Jacobson, Kathryn Kwaak, Jack McNaboe and Mayor Eric Nelson. Nunzio Pollifrone and Pat Givelekian were recorded as not eligible to vote on that item. The minutes were approved as presented.

Chairwoman Kwaak also noted that no members of the public came forward to speak on non-agenda items and closed the public portion. Recording secretary Nancy McGrath reported correspondence from the county confirming that the American Properties subdivision map was filed under case #327-21.

The board set its next meeting for Sept. 25 at 7:30 p.m. and adjourned at approximately 7:37 p.m.
