Scott, the city planner, told the council the applicant, High Minnesota LLC, proposes to occupy about 1,700 square feet of a multi‑tenant building anchored by Hall Family Chiropractic. He said the property is in a B4 limited‑business district, the Planning Commission held a public hearing on Dec. 11, 2025 and recommended approval with conditions addressing buffering, hours and odor control.
Scott said required parking (20 stalls) is met on site; the center has 34 stalls available and the applicant is not proposing site‑layout changes. Council members did not raise issues at the hearing and no members of the public asked questions during the council presentation.
A councilmember moved and seconded the resolution to approve the conditional‑use permit under the Planning Commission’s conditions. In the roll‑call vote, Council member Johnson, Council member Ligrin, Council member Swanson and Deputy Mayor Ron were recorded as voting yes and the motion carried.
The approval imposes standard performance conditions noted by staff; the planner said signage changes (wall and freestanding monument signs) are expected but will be reviewed under the city’s sign standards. The council did not add additional conditions during the meeting.
The council concluded the item with no further public comment recorded and moved on to other business.
