The Moscow School District board ratified the negotiated agreement with the Moscow Education Association (MEA) on June 23, approving the contract for the 2026–27 school year.
Administration summarized key economic and non‑economic terms before the vote. The agreement provides a 0.5% increase on the salary calculation base plus traditional step and lane movements for eligible teachers. The district will increase its per‑employee health‑care contribution by 10%, with implementation beginning December 2026. Administrators said the timing was chosen to temper in‑year cost impact while honoring the negotiated change.
The negotiated agreement also incorporates changes required by House Bill 516, including updated provisions on where bargaining‑unit meetings may be held and related procedural adjustments. The district and association worked through those changes to maintain parity with other groups using district facilities while complying with the new statutory framework.
The association also sought and won contract language additions that address collaboration time, flexible use of building collaboration once per year by administrators, and commitments for districtwide behavioral threat assessment (BTAM) training and trauma‑informed de‑escalation professional development. New extracurricular assignments were added to the schedule (for example, varsity girls wrestling and a middle‑school assistant position) with pay table references in the agreement.
A district representative said the MEA ratified the contract in the association’s internal vote. The board then moved, seconded and approved the negotiated agreement at the meeting (vote recorded as 4–0).
Why it matters: Collective bargaining outcomes set teacher compensation, benefits and workplace practices for the school year. The board and negotiators emphasized greater clarity in salary schedules and an additional focus on safety and behavioral health supports.
Next steps: The agreement will take effect for the 2026–27 year, and the business office will finalize payroll and contribution timing; staff said they will monitor implementation and report to the board as needed.
