Torrington council approves multiple CIF grant applications, contracts and capital projects

The Torrington City Council on June 1 approved a set of capital and procurement actions that the Economic Development and Public Works departments presented as part of the city's development and facilities agenda.
Economic Development Director William Wallach asked the Council to amend a requested CIF 2030 capital grant for the Seferi Commercial Redevelopment Project from $950,000 to $960,000 to cover newly identified costs; the Council approved the amendment and authorized application. Wallach described the program for the former Vinny's Pizza building at 245 East Elm Street: a roughly 60,000-square-foot development including a 6,000-square-foot Spanish grocery, an approximately 18,000-square-foot children's indoor recreation space, a banquet facility for about 180 guests, and two residential suites for short-term rental. Wallach estimated total development costs of about $3.2 million and projected 25–35 new jobs; he said the owner intends to finance approximately $2.2 million with equity, cash, and debt and to accept the grant investment without a tax abatement.
The Council also authorized application for up to $975,000 in CIF capital grant funds for Riverfront Phase II, a 120-unit residential vertical-construction phase at 100 Franklin Drive adjacent to an existing 60-unit building.
For the Zeller Assessment Project (grant-funded, $200,000), the Council authorized the Mayor to enter into a contract with VHB of Wethersfield, CT for up to $160,100 to complete ground and groundwater soil assessments, hazardous building material assessments, and a building feasibility study, with a target completion of September 2026 and the intent to pursue remediation grant funding thereafter.
Recreation staff recommended and the Council awarded construction of two beach-volleyball courts at the John Toro Sports Complex to Deacon Excavating LLC, Morris, CT, at $143,467.47, to broaden summer programming. The Council also awarded the Torrington-Middle-High School auxiliary building contract to Pieriboni Building and Remodeling, LLC (Torrington) at $544,000 plus Alternate #1 at $20,000 for an enlarged slab and fenced storage.
Public Works recommended use of the state procurement list to install city-wide security equipment; the Council approved an award to Pavion (Norwell, MA) at a total installation cost of $1,283,107.78 funded from Public Works Capital Reserve.
Council approved one-year extensions for on-call roof repairs (Eagle Rivet Roof Services Corp.), miscellaneous HVAC services (Air Temp Mechanicals, Inc.), and plumbing services (West State Mechanical, Inc.). The Council also selected IMEG Consultants Corp., in partnership with Resilient Land and Water and RKG Associates, to lead a comprehensive rewrite of the 2027 Plan of Conservation and Development under a contract not to exceed $120,000, funded primarily through Town-Aid-Road funds.
Other administrative items approved included a $6,700 WPCA payment to Yield Industries for CCTV work, tax and sewer refunds as listed, and resolutions designating Torrington Savings Bank municipal depository accounts and authorized signatories for multiple city entities.
