Torrington council adopts $11.575 million appropriation for Harris Drive pump station; public hearing set June 15

The Torrington City Council on June 1 adopted Resolution #143-294, authorizing an appropriation of $11,575,144 for the Harris Drive Pump Station Upgrade Project and authorizing financing by issuance of revenue bonds, notes, and obligations in an amount not to exceed $9,975,144.
WPCA Administrator Ed Tousey explained that the majority of the project is expected to be financed through the state's Clean Water Fund at a 2% interest rate structured over 20 years as an 80% loan and a 20% grant. Tousey also said about $1.9 million in congressional funds currently used for planning and design would be applied to construction as eligible.
Earlier in the meeting the Council scheduled a public hearing for June 15, 2026 at 6:30 p.m. specifically to solicit citizen input required by the Clean Water Fund financing process and for the bond-resolution step. Tousey said the scope of public comment will focus on whether the city should proceed with the project.
The appropriation and related financing authorization were approved by unanimous vote (Resolution #143-294). The motion to adopt the appropriation was made by Councilor Armand Maniccia and seconded by Councilor Chris Beyus.
Next steps noted in the minutes include holding the June 15 public hearing and completing the Clean Water Fund application and bonding procedures as required by state financing rules.
