Torrington council extends tax-collector contract to 2031 and approves lease rent increase

The Torrington City Council on June 1 authorized the Mayor to negotiate and execute a Fifth Amendment to the Tax Collector Services Agreement extending the contract term from May 2027 through 2031, and separately approved a Third Amendment to the related lease that increases monthly rent from $700 to $1,400, effective May 31, 2027.

Corporation Counsel Tomasz Kalinowski told the Council the services amendment contains no substantive contractual changes beyond extending the timeline. The lease amendment, also explained by Kalinowski, fixes the $1,400 monthly rent for the four-year term beginning May 31, 2027.

Tax Collector Ms. Goslee, who the Council noted has served the city for 11 years, offered to answer questions during the discussion. Councilor Anne Ruwet commended the Tax Collector's Office for its professionalism and said she had received no complaints during Ms. Goslee’s tenure.

Both authorizations were approved by unanimous vote. The motions recorded in the meeting minutes were: (1) a motion by Councilor David Oliver, seconded by Councilor Anne Ruwet, to add and approve the services agreement amendment and (2) a motion by Councilor Paul Cavagnero, seconded by Councilor David Oliver, to authorize execution of the lease amendment.

The lease increase and contractual term extension were procedural approvals; the minutes do not indicate additional substantive changes to service terms, performance standards, or other contract language. The Council did not vote on any tax-policy changes as part of the amendments.

The Council adjourned the item after the unanimous votes.
