City staff told the Accessibility Advisory Committee on June 25 that the city will form a joint committee working group to guide a multi‑year update of Bend’s urban growth boundary and long‑range plan through 2050.
Susanna Jolver, a transportation planner in growth management, said the approach differs from the 2016 process by including representatives from multiple standing advisory committees in one working group. "We're asking for one to two volunteers from each of the standing committees ... the application will go live online on July 6. It will close on July 17th," she said.
Staff described the working group as advisory to staff and clarified it will not substitute for each committee’s decision‑making role: representatives are expected to bring their own expertise and report back to their parent committees. The city manager will appoint members after an application review.
The project is multi‑year and staff anticipate a meeting cadence about quarterly, with more frequent review of work products in the first year. The initial phase through June 2027 will focus primarily on housing and economic development (estimating future population, higher‑intensity development locations, and open‑space preservation), with later biannual emphasis on transportation.
Staff said they will circulate a charter and application link when available and can provide paper or alternative‑format applications (including Braille) upon request. The working group is expected to conclude by the end of 2029.
What happens next: members were encouraged to apply or recruit applicants from their committees; staff will publish the charter and application link in early July.
