Councilmember Swinson and others supported Hoy as a "fresh set of eyes" and cited his experience with plan review and construction; supporters of Pon said his institutional knowledge and prior service would help accelerate planning work. After debate, the council moved to appoint Michael Hoy. The motion passed by voice vote with at least one member recording opposition.
The appointment is effective immediately and the new commissioner will join ongoing planning work, including implementation of recent zoning changes and the Palomino Estates approvals.
