Board approves $13,700 fee adjustment for Stone Edge culvert, schedules Three Mile Run closure and tables Everleigh Woods approvals

The East Rockhill Township Board of Supervisors on May 27, 2025 approved a $13,700 fee adjustment to Traffic Planning and Design related to the Stone Edge Road culvert replacement and addressed related engineering and developer matters.
Township Manager Marianne Hart Morano presented a Professional Services Agreement fee adjustment request dated May 12, 2025, saying the additional $13,700 arose from a lack of software compatibility with the Township Engineer’s surveyor software. The Board approved the adjustment on a motion by Supervisor Dave Nyman, seconded by Supervisor Jim Nietupski. The approved amount will be added to the $38,080 previously authorized in March 2024.
Township Engineer Steve Baluh reported that recent heavy rain had caused minor flooding at the Stone Edge culvert and that work was being coordinated with Traffic Planning and Design. Baluh also announced a daytime road closure for 809–901 Three Mile Run Road starting June 9, 2025; the closure will be posted. The meeting record notes erosion and sediment-control issues at the Public Works maintenance replacement site are being addressed.
Because the Everleigh Woods developer failed to provide updated copies of required development agreements, the Board voted (motion by Dave Nyman, seconded by Jim Nietupski) to table authorization for signatures on plans for recordation and for Chairperson execution of the Development Agreement and the Stormwater Management Operation and Maintenance Agreement for 809–901 Three Mile Run.
Public commenter Larry Wheatley asked what CAD software caused the compatibility issue; the minutes record the reply as MicroStation. The Board did not set new dates for the Everleigh Woods approvals during the meeting; the conditional-use hearing for the Perkasie Regional Authority Well House #7 was noted separately and will be advertised for June 24, 2025.
