Huxley Council approves rezoning and multiple project resolutions; consent agenda passes unanimously

At its Dec. 16 meeting the Huxley City Council approved the third reading of Ordinance 555 rezoning Madrid Home for the Aging properties to R-3, accepted public improvements for Anthem Plat 1 and 2, and approved several consent resolutions and payment applications; all motions carried.
The Huxley City Council on Dec. 16 approved a slate of routine and substantive items, including the adoption of Ordinance 555 and acceptance of public improvements for Anthem Plat 1 and Anthem Plat 2.
Council Member Echer moved and Council Member Rigler seconded approval of the third reading of Ordinance 555, which rezones multiple properties owned by Madrid Home for the Aging from C-2 (General Commercial) to R-3 (Multi-Family Residential). The motion passed unanimously (Ayes: Rigler, Roberts, Murphy, Mulder, Echer).
The council also approved Resolution No. 25-122 to accept public improvements for Anthem Plat 1 and Anthem Plat 2, approve an agreement to complete remaining punchlist items and authorize a new irrevocable letter of credit for outstanding work. The motion to approve the resolution was moved by Council Member Echer and seconded by Council Member Rigler and passed with all members voting in favor.
By voice vote under the consent agenda the council approved minutes from the Dec. 9 meeting, payment of bills, the November treasurer’s report and several project resolutions: Resolution No. 25-117 (setting a public hearing to consider rezoning property at the SE corner of Highways 210 and 560th from A-1 to R-5), Resolution No. 25-118 (payment application No. 5 for the Oak Blvd lift station improvement project), Resolution No. 25-119 (certificate of completion for the Oak Blvd lift station improvement project), Resolution No. 25-120 (payment application No. 2 for the Huxley Public Works facility), and Resolution No. 25-121 (Change Order No. 1 for the Huxley Public Works facility). Motion to approve the consent agenda was moved by Council Member Rigler and seconded by Council Member Echer; recorded votes listed Ayes: Echer, Mulder, Murphy, Roberts, Rigler.
The minutes and appended claims show the clerk recorded a claims total of $203,797.55 for Dec. 16, 2025, including payroll of $55,491.76 and a $104,310.05 entry for a Ziegler backhoe purchase. Fund-level totals were provided for the general fund, library, recreation, street reserves, utilities, and lift station.
All actions noted at the meeting were carried by unanimous or recorded majority votes where indicated; no items were tabled or failed. The council adjourned at 6:09 p.m.
